Cirebon City Police's Efforts To Minimize Motorcycle Gangs In Cirebon City

Abstrak

Background. Lately, motorcycle gangs in Cirebon City have been very unsettling for the community. This motorcycle gang is usually carried out by teenagers who violate community norms and commit negative behaviors such as traffic violations, but crimes such as destruction of public facilities, clashes between fellow motorcycle gangs, persecution that takes the lives of others, drunkenness, and robbery.


Purpose. The focus of the problem in this study is: 1) What is the reality of motorcycle gangs in Cirebon City? 2) What are the efforts of the police in minimizing motorcycle gangs in Cirebon City?


Method. The research method used in this study is an empirical juridical approach. Meanwhile, the data collection method used in this study uses a field research method intended for data collection in the form of oral questions and answers (interviews) between researchers and several resource persons which are carried out systematically based on the research objectives; and the method of literature study, namely investigation through literature books and various reading sources by examining theories in the criminal law literature.


Result. The results of the research obtained by the author in this study are the general overview of the condition of motorcycle gangs in Cirebon City, namely motorcycle gangs themselves, it is not known who the founders are. Gang membership system that does not fully follow the applicable government administrative area. For the recruitment of new members, all members are carried out by inviting new members to join or prospective new members take the initiative to join for the next time in ospek or schooled (motorcycle gang term).


Conclusion. Efforts made by the police in minimizing motorcycle gangs are carried out preventively and repressively. In preventive efforts, it is carried out by holding operations on motor vehicles
