Abstrak
with Law No. 35 of 2014. This study is based on the importance of legal certainty and aligning regional child protection norms with national regulations.
This study evaluates the written norms in Cirebon City Regional Regulation No. 6 of 2024 concerning the Advancement and Protection of Children.
Aims. This study aims to analyze the formulation of specific protection norms for children who are victims of crime and to examine the vertical alignment and harmonization of its penalties with Law No. 35 of 2014 concerning Child Protection.
Methods. The research method applied is a normative-juridical approach, using both legislative and conceptual methods to analyze primary and secondary legal sources. The findings indicate that, from a doctrinal perspective, Cirebon City Regional Regulation No. 6 of 2024 covers forms of protection, handling procedures, and the delegation of authority to local institutions; however, its provisions remain abstract and general. From the perspective of vertical synchronization, the substantive provisions on specific protection are already in line with national legal principles, although a "vacuum of norms" remains regarding legal certainty in procedures for handling victims.
